سرهنگ تیمور گراوند جانشین پیشین فرماندهی نیروی انتظامی شهرستان کوهدشت که اهالی طرهان او را به نام سرهنگ مهربانی‌ها می‌شناسند، زاده روستای کلسرخ از توابع شهرستان کوهدشت است.و تحصیلات کارشناسی حقوق دارد وی از کهنه سربازان دوران دفاع مقدس به شمار می‌آید که در روزهای جنگ تحمیلی بعنوان سرباز کمیته کوهدشت خدمت می‌کرده است.
فرزند طرهان بزرگ، از خانواده‌ای نجیب و با اصالت است که همگان او را به خوبی و نیکی و درست‌کاری می‌شناسند.
نام‌برده بازنشسته ناجاست و در زمان جانشینی و مدتی سرپرستی انتظامی کوهدشت بسیاری از چالش‌ها را به فرصت تبدیل کرد و از اتفاقات بی‌شماری با اقتدار جلوگیری نمود در مدیریت بحران‌ها مانند سیل کوهدشت و پلدختر و اختلافات بزرگ طایفه‌ای و… به خوبی عمل نموده به طوری‌که حضور وی مساوی با حل بحران بود، نام‌برده فردی مدیر و مدبر و مرد میدان رفع موانع و مشکلات با برنامه و طرح است.
ایشان کارشناسی حقوق خوانده و توان عمده‌‌اش علاوه بر انجام وظایف انتظامی رویکرد حرفه‌ایش می‌باشد که وی را زبان‌زد کرده و در بین طرهانیان به سرهنگ مهربانی مشهور نموده است.
این سرهنگ بازنشسته شناخت عمیقی از بافتار مناسبات قومی_اجتماعی منطقه دارد و با رفتاری داهیانه و به مدد پایگاه مردمی‌اش توانسته از بسیاری از معضلات و چالش‌ها گره بگشاید.
او اکنون به اصرار و ابرام اقوام و بزرگان و متنفذان منطقه، به عرصه شورای شهر وارد شده و می‌خواهد با استعانت از درگاه خداوند و پشتیبانی مردم فهیم شهرش، به شهرداری و ترکیب نامتوازن شورای شهر کوهدشت سرو سامان دهد و در آبادانی زاداهش بکوشد.
بر ماست که قدر چنین فرصتی بدانیم و با یاری امثال سرهنگ گراوندها عرصه خدمت برایشان فراهم نماییم.
بدون تردید در ترکیب شورا وجود جوانان مستعد، پر شور و متخصص مهم است اما نبایستی با تک بعدی دیدن فضا از وجود نیروهای کارکشته که با اندیشمندی و تجربه‌ی فراوان می‌توانند در بزنگاه چالش‌ها گره‌گشایی کنند غافل ماند.
کهنه سرباز روزهای جبهه و جنگ هم اکنون برای اصلاحِ اصولی شهر آفت‌زده کوهدشت پای در میدان رقابت نهاده است و انتظار می‌رود با آگاهی مردم شریف منطقه و انتخاب‌هایی از این دست برای کوهدشت مغموم گامی بردارند.
فرمانده نام‌بردار به صلح و صلاح، در روزهایی که مشغول خدمت در سنگر نیروهای انتظامی بود، با دعوت از سران طوایف و استفاده از خرد جمعی و تجربه بزرگان موفق به گره گشایی از حوادث و اتفاقات ناگوار بسیاری شده است.
انتظار می‌رود با انتخاب هوشمندانه‌ی مردم، این توانمندی در حوزه خدمات شهری و شهرداری بتواند نقطه‌ی عطفی در فصل انتخابات باشد.
